As I go through images trying to tag everyone in them, I have come across some who I do not recognize. They may have pages, I always check which pages embed an image in case that could lead me to the information.
It may be the case that characters just aren't named. I am wondering if we could create an 'unnamed character' category for tagging images who have at minimum 1 character for whom we do not know the name. This could be removed if we later found an appropriate reference for them.

In cases where a character reoccurs in multiple images, if we do not know who they are, it would still be possible to create a page or category about them. I have seen this done in w:c:PhineasAndFerb for recurring background characters. When they lack a name they usually just make a page that is descriptive of their attributes. So we could call these two "blonde-haired girl with blue ribbon" and "orange-haired girl with blue berets", for example.
I'd also like it if we could clean up Category:Characters by putting the categories which are also character names into a single sub-category. For the most part these seem to be in use as image-hosters for tagging our files, with some other small uses which could probably be managed elsewhere.
Here it's also not the most consistent. A surname isn't used in the title in Category:Ulrich but it is used in Category:Jeremie Belpois. In tagging minor characters who haven't yet been organized I'm hesitant as to whether to use the full name or just the first. I've erred on both (longer) for now since it could be more easily amended through removal later than it would to add it.
